Hi, I'm not sure that section 1 will be easily merged with section 2. To me section 1 is the background/context/motivation, and section 2 looks at what's needed. I'm also painfully aware that I have promised to include some very relevant text that Karen has suggested for section 1 in a couple of very old tickets.
