Anyone can say anything about anything so I don't think it is necessary to say that people can use whatever vocabularies they want to further describe the classes and properties in PROF - it's an RDF vocabulary and therefore by definition they can. I think the better question to address why PROF is what it is, and to clearly define PROF as providing a kind of macro context over profile resources.
