DCAT - Section about quality and Issue 58

Dear DCAT editors,
let me point out that the pull request
https://github.com/w3c/dxwg/pull/654/
is ready to be merged.
It amends the section about quality, Antoine and Andrea have contributed to
it and have already approved it.

FYI There is an issue related to IPR:  my name seems not to be in the
repository anymore.
Could you have this merged?

If we are approaching the end of the DCAT work, I think that by merging
this,   we can close issue https://github.com/w3c/dxwg/issues/58 .

Otherwise, if you prefer, you can merge the pull and keep the issue open
for external comment.
