I've done some consolidation of the resources for qualified relations. See [Wiki page](https://github.com/w3c/dxwg/wiki/Qualified-relations) and some RDF resources in a [new branch]( https://github.com/w3c/dxwg/tree/dcat-issue79-simon/dcat/rdf) which is linked from the Wiki page.
