Re: [dxwg] Consider the addition of a conformanceTarget property

Following the modular specification approach advocated in OGC and ISO TC211, ISO19115-3, XML implementation of ISO19115-1 and -2, in section 2.3 defines a set of conformance classes for metadata interchange documents, identified by URIs
e.g.,  'Valid XML metadata instance document with extended types';   Newer specs that follow this pattern should use the conformance class URIs as the value for prof:Profile. 
Of course in the metadata world this still doesn't give you real interoperability, more granular profiles are required. Unfortunately most profile documents do not specify a URI to identify resources conforming to the profile. There is an ad-hoc activity to provide a lookup resource for identifiers for profiles and other metadata properties, largely inspired by OGC CSW/ISO metadata requirements:

Until profiles routinely define a URI for identification of the profile, and there are widely used registries of these identifiers, seems like we're sort of stuck with these ad hoc approaches to identifying profiles...
