Following the modular specification approach advocated in OGC and ISO TC211, ISO19115-3, XML implementation of ISO19115-1 and -2, in section 2.3 defines a set of conformance classes for metadata interchange documents, identified by URIs e.g. http://standards.iso.org/iso/19115/-3/conf/metadata-extended-types-instance, 'Valid XML metadata instance document with extended types'; Newer specs that follow this pattern should use the conformance class URIs as the value for prof:Profile. Of course in the metadata world this still doesn't give you real interoperability, more granular profiles are required. Unfortunately most profile documents do not specify a URI to identify resources conforming to the profile.
