That is a very incomplete list in fact. 

Those ones are easy to fix - remove the "!" before the specref. 

However, there are also quite a few MUST SHOULD MAY and NOT sentences in the non-normative sections.  In those cases (a) they should be re-phrased using non-normative terms (b) if the content is required normatively, it should be copied down into a normative section.
