Re: [dxwg] Allow license property to link to other than LicenseDocument

As discussed in the meeting today (https://www.w3.org/2018/10/04-dxwgdcat-minutes.html), we are accepting @makxdekkers proposal on dealing with this issue. Just as a note, @andrea-perego suggested we might want to specialise the case of dct:accessRights in the future. 

For now, @makxdekkers will provide a PR to resolve this issue.
