Minutes from DCAT Subgroup 2018.11.21

As well as a fairly in-depth discussion of how to bring the specific topic of license /rights to some conclusion (teaser: a draft proposal is forthcoming), we discussed how we can organise our work for DCAT over the next couple of months, Looking at what we have now - pragmatically, contributions near to agreement/conclusion - there was general consensus in the sub-group to aim for the next PWD to be ready before Christmas moratorium on the 19th Dec, and another in January as discussed in the face to face.

To reflect this, github now has 2 DCAT milestones, one each for Third Public WD (the Christmas PWD) at https://github.com/w3c/dxwg/milestone/14 and another for the Fourth Public draft (detailed date tbd) at https://github.com/w3c/dxwg/milestone/15 .  Obviously comment/feedback on this split is welcome, we may revise depending on progress.

To move this along, going forward we'll be using the subgroup meeting to drill down on key contributions that are near completion. The selected topic/issues will be published in the agenda a couple of days before the meeting to allow people to get up to speed.  [Of course, some smaller or more localised pieces of work may be finalised via github discussion without the need for discussion in the meeting.
