[dxwg] Consider merging 'list profiles' & 'list profiles tokens' functions

nicholascar has just created a new issue for https://github.com/w3c/dxwg:

== Consider  merging 'list profiles' & 'list profiles tokens' functions ==
It might be possible to have a single function, `list profiles` in place of the currently proposed 2: `list profiles` & `list profiles tokens`.

Two factors at least need to be considered:

1. whether all Realizations can support a single function
 - we suspect that HTTP cannot support delivery of a dictionary

2. whether it's clearest expressed as one or two functions
 - this is qualitative thing
