Content Negotiation by Profile document frozen and ready for review.

As reported in plenary the CNEG subgroup have agreed final changes and
frozen the "Content Negotiation by Profile" document for internal review

The final changes have nearly all just been removing some closed issues and
improving the wording of a few other issues, so if you have looked at it
since decision to take it FPWD you might only want to scan the issues in
the document, however all eyes are useful.
