@kcoyle You asked for my view on "_Conformance implementation can take place elsewhere or even be unknown to the profile, and it does not have to be co-existent with the profile specification_". I must honestly admit that I don't understand your statement, so I am afraid that I can't clarify it. Can you define "conformance implementation"? Are you making a distinction between a "profile" and a "profile specification"? The situation with the EU DCAT-AP is that there is a document (draft of latest version at https://github.com/SEMICeu/DCAT-AP/tree/master/releases/1.2/Draft) and a SHACL file that can be used to validate instance data (https://github.com/SEMICeu/dcat-ap_shacl, cardinality and ranges).
