[DCAT] 2018-03-28 DCAT team meeting

Five substantial resolutions in this week's DCAT team meeting:

*         the DCAT Team recommend that the DXWG release the Editors Draft of the revised DCAT Recommendation as FPWD, with changelog added as an Annex

*         DCAT Catalogs may include data distribution services

*         DCAT Catalogs may include other services, which may be classified by type

*         DCAT Catalogs may include data catalogs

*         Description of data services in DCAT Catalogs shall use a class defined for DCAT
