One of my colleagues has pointed out that CKAN (open-source repository software) has support for DCAT. I took a poke around their GitHub and found this repository https://github.com/ckan/ckanext-dcat Some of their discussion relate to issues that we have been looking at, for example, here https://github.com/ckan/ckanext-dcat/issues/42 they have noticed the problem about where licenses get attached – Dataset or Distribution.
