[DCAT] - Report from meeting 2018-03-08

The DCAT team had a telecon yesterday, minutes here: https://www.w3.org/2018/03/07-dxwgdcat-minutes
Armin Haller had also sent regrets which I thought I had recorded but didn't make it into the minutes.

The main issues were:

-          Reviewing the state of the Editors Draft, since it has to go to FPWD around the end of the month

-          A very productive discussion around licenses and rights, in particular looking at potential to leverage the new ODRL vocabulary for bespoke licenses (while still preferring standard licenses in general) - also the issue of other kinds of rights
