@nichtich The examples in the 2014 specification are wrong. They are in section 4 which is non-normative. I created an issue for that at https://github.com/w3c/dxwg/issues/170. 
`dcat:mediaType` has a range of `dct:MediaTypeOrExtent`, identical to the range of `dct:format`, and this cannot be a literal text string.
I would agree that it could have been done differently, and that it would have made it easier to use. However, the practical solution that you propose has consequences for backward compatibility which we need to be careful about.
