This is basically what RDF Datacube does.. modulo the need to extend to add a convention to bind a URI of a property name to a data element used in a specific encoding.

I did an experiment to do just that in a hierarchical profile definition for cituzen science applications of OGC standards.

So i would characterize this important Use Case as a sub case of exposing dataset semantics, profile conformance of datasets and using 3rd party vocabularies. In the latter case there is a need for extension

So.. is it a good idea to add terms to DCAT whose domain includes qb:DataStructureComponent (but could be used by other vocabs) to specify binding of properties to syntax platforms (default names)  or specific bindings to idiosyncratic names used in individual data products.

I.e. whats the scope here as reinventing the wheel would be bad.. but it would be necessary to specify the right type of wheel

Data consumers often find that when they are deciding whether a particular dataset is relevant to their requirements or not, that the first thing they look at (after title/description) is the properties contained in that dataset. Currently however, in order to do this the user must first download/access the data to check or query for the properties you are looking for. It would be very useful if this information was available as a simple list of predicates at the dcat:Dataset level, so that more intelligent discovery of datasets can be done without needing to dive into the data itself.
This same reasoning could be extended to the inclusion of types contained in the dataset.
