The elements are eternal. Old metadata records using the same namespace will still be consistent with the latest release of the DCAT vocabulary. The specification documents are snapshots, so the next one will be https://www.w3.org/TR/vocab-dcat-3/ etc. We decided to just go for integer increments. What will be the URI used to identify the final published version of DCAT v2? 'https://www.w3.org/TR/vocab-dcat-2/' appears to identify the "Latest published version", but how will users identify a particular published version if v2 is updated. Also the namespace URI for DCAT terms in W3C Editor's Draft 01 October 2019 is listed as http://www.w3.org/ns/dcat#<http://www.w3.org/ns/dcat>, but this does not have a version identifier.
