URI for DCAT specification and namespace--version 2?

What will be the URI used to identify the final published version of DCAT
v2?  'https://www.w3.org/TR/vocab-dcat-2/' appears to identify the "Latest
published version", but how will users identify a particular published
version if v2 is updated. 

 

Also the namespace URI for DCAT terms in W3C Editor's Draft 01 October 2019
is listed as  http://www.w3.org/ns/dcat#, but this does not have a version
identifier. Shouldn't v2 terms be associated with a new namespace?
