ISSUE-148: Can we use the five star rating system as a BP document metric to describe Open Data instead of a path to LD?

Hi all,

We propose to close ISSUE-148.

We adopted BP benefits instead of metrics. In the current version of the
doc we don't have a maturity model. We also don't talk about open data, but
Data on the Web in general.
