suggestion to add locale-neutral presentation

I think it fits best in BP3, since that is where we are discussing locale already. We can keep the title very short and add detail to the subtitle. Putting it in BP31 seems like a larger shift in the meaning of the BP than putting it into BP3.

My suggestion is that the title and subtitle become

Title: Provide locale information
Subtitle: Internationalize your data with locale parameters metadata and locale-neutral presentation

and that we add some text within the BP to discuss locale neutral structuring of data.
