Another issue raised by you, Annette, is that the first paragraph doesn't indicate any connection with the Web. I think I may be missing your underlying point but let me try and move forward a little. You say that the opening paragraph is not about the Web as such. Current text: The Best Practices described below have been developed to encourage and enable the continued expansion of the Web as a medium for the exchange of data. The growth of open data by governments across the world [OKFN-INDEX], the increasing publication of research data encouraged by organizations like the Research Data Alliance [RDA], the harvesting and analysis of social media, crowd-sourcing of information, the provision of important cultural heritage collections such as at the Bibliothèque nationale de France [BNF] and the sustained growth in the Linked Open Data Cloud [LODC], provide some examples of this growth in the use of Web for publishing data. How about adding: However, this growth is not consistent in style and in many cases does not make use of the full potential of the Open Web Platform's ability to link one fact to another, to discover related resources and to create interactive visualizations.
