That's the standard copyright notice on our standards. Two key things: - W3C is not a legal entity, it's a virtual organisation with 4 hosts tat re legal entities, copyright is owned by those 4. - All W3C standards are published royalty free, so anyone can use them without charge in perpetuity. The end result is that you can use the standards but others can't take them, edit them and then say that their version is a W3C document.
