Best Practices about Rest APIs

Hi all

I just opened a pull request with changes unfolded with Annete's
iniciative, contemplating a lot of contributions and suggestions to the
Best Practices.


the main changes are based in the docs [1]


Newton, do you think that this closes the issue that you raised about
mentioning REST as a recommended architecture?
