Colleagues I just want to re-visit some of the conversation in last Friday's meeting. There was some discussion about the role of W3C as a standards body and that consequently it wouldn't be appropriate to cover issues relating to effort, cost etc in the BPs. I think that this is a mistaken conflation of technical standards with (best/good) practices. Practices like this are not standards, they are patterns of behaviour. They are also generally pragmatic rather than mandatory, and are often directed by considerations of efficiency, effectiveness and economy. Sometimes there are many ways to achieve the same objective, and issues relating to effort and efficiency are key to the decision of which route to take, or whether to take any route at all. I think that we really should be incorporating some indicator of complexity/cost, and also whether the practice requires mainly a technical decision, or a more significant managerial decision (this might be related to whether the practice involves a one-off decision, or whether there is any need for continued effort and, consequently, investment or running costs either directly in the practice or as a consequence of other obvious downstream decisions) Peter Dr Peter Winstanley The Scottish Government 0300 244 6895 ********************************************************************** This e-mail (and any files or other attachments transmitted with it) is intended solely for the attention of the addressee(s).
