DPVCG Charter formally adopted!

Hello all.
I'm pleased to share that the W3C DPVCG now has a charter: 
https://w3id.org/dpv/charter. Moving forward, this document will serve 
as a foundation for our work, scope, principles, and conduct.

Thank you to all those who voted. Thanks in particular to Beatriz and 
Julian for helping with drafting the charter.
