Tasks of the Chair

Hi All.
As noted in the last meeting, we currently have an ongoing process for 
members to nominate themselves as chairs (see 
https://github.com/w3c/dpv/issues/389). To help with this process, I am 
sharing a non-exhaustive list of tasks and responsibilities. The intent 
of doing this is to communicate what things a chair typically does, as 
only some of these might be visible or apparent to everyone. If you have 
any questions or clarifications or suggestions (e.g. for missing tasks), 
please let me know. I'm currently keeping a list of these tasks in our

# Tasks of the DPVCG Chair

## Admin

- Manage group members admission (w3c process)
- Keep track of members joining / leaving (automated emails)
- Represent DPVCG in w3c communications and meetings (e.g. 
https://github.com/w3c/cg-council)
- Represent DPVCG to organise events such as workshop at W3C TPAC (if 
members agree)
- Represent DPVCG in w3c communications regarding group activity (e.g. 
management functions)
- Manage the public mailing list (pay attention to new emails, ensure 
all emails are answered)
- Manage the internal mailing list (DPVCG does not use this much)
- Manage the DPVCG w3c page (there is a WordPress dashboard for 
publishing announcements, posting links, etc.)

## Representation

- Represent DPVCG in non-w3c events and meetings, e.g. in other forums
- Represent DPVCG in presenting the group's work in other forums (this 
can also be done by any participant, but as chair the emails will 
specifically come to you)
- Act as a liason e.g. to standardisation activities or propose the use 
of DPVCG in other forums (any participant can do this, but currently 
this is done by the chair)
- Act as an evangelist for the group e.g. proactively disseminating the 
group's work to other forums (any participant can do this, but currently 
this is done by the chair)

## Work

- Be responsible for setting the group's direction and vision. This is 
typically done post every release as part of deciding the next release.
- Be responsible for setting the scope of the group's work. This is 
typically done through consensus building in meetings.
- Be responsible for the group's conduct e.g. ensuring communications 
are polite, respectful, and help creative a positive environment for 
people to participate in.
- NOTE: The chair has a broader remit than carrying out technical work 
or research. The chair does not automatically become responsible for 
technical work done within the group. This can and should be distributed 
with the participants.
- Be responsible for making decisions regarding the group's activities, 
e.g. publishing of versions and documents. This should be done via 
consensus building.
- Be responsible for ensuring participants have the necessary knowledge 
and procedures to implement the vision and plan of the group
- Be responsible for ensuring that non-members understand and can 
utilise the work produced within the group (can be done by any 
participant, but is current done by the chair)
- Be responsible for approaching members and non-members for 
clarification, suggestions, and other forms of engagements which are 
relevant to the functioning of the group or its work
- Be familiar with, follow, and enforce w3c norms and expectations

## Meetings

- Manage the DPVCG calendar at https://www.w3.org/groups/cg/dpvcg/calendar
- Create Agenda for meetings
- Circulate meeting invites (via calendar) and the agenda
- Chair the meetings
- Keep minutes (ideally participants support this, but currently chair 
has to do the work)
- Publish minutes (on github). This is not necessarily the 
responsibility of the chair, but it is currently handled by the same person.

## DPV Maintainence

- All below tasks are regarding the role of "Maintainer" but are 
currently also done by the chair
- Be responsible for the github repo at https://github.com/w3c/dpv (this 
is provided to the group by w3c)
- Be responsible for publishing DPV draft versions
- Be responsible for co-ordinating review of DPV draft versions and 
incorporating changes
- Be responsible for publishing DPV final versions and accompanying 
documents
- Be responsible for ensuring and maintaining the quality of work
- Manage, triage, and engage issues on github (this include 
categorisation them, replying to them, and ensuring all issues have a 
response and are followed up on)
- Update and ensure issues are in sync with meeting discussions, 
developments on mailing list, or any direct communications (this can be 
done by anyone, but currently is done by the chair)
