DPVCG Charter - draft for comment

Hi All.
As agreed earlier, we are in the process of adopting a formal charter 
that reflects out mission, scope, and deliverables. The current draft is 
here based on prior discussions:

For now I've enabled comments (please help by stating your name in the 
comment if not already visible) If you want to help draft, please reach 
out to me. I've also attached a text version to this email. We will be 
going over this draft today and in the coming weeks.

P.S. I'm aware of approaches such as etherpad and I'm trying to figure 
out if we can use something like that for document discussions. If you 
know of a reliable/safe option, please let me know.
