DPV 2.0 release

Hi All.

On behalf of the W3C Data Privacy Vocabularies and Controls Community 
Group (DPCG), we are proud to announce the release of DPV 2.0 
https://github.com/w3c/dpv/releases/tag/dpv-2.0.

DPV 2.0 is a major release with 2198 classes and 196 properties across 
DPV and its extensions that significantly improve and expand the scope 
and usefulness of what was already an amazing state of the art resource 
in DPV 1.0. To further support dissemination of this resource, we have 
https://www.dpvcg.org/ as a simple (marketing) URL for sharing 
information about DPV which provides links to all the specs. The 
development repo for management of code and issues is on GitHub: 
https://github.com/w3c/dpv. A search index of all concepts from DPV and 
its extensions is available at: https://w3id.org/dpv/2.0/search

Recently, the article Data Privacy Vocabulary (DPV) -- Version 2 
https://arxiv.org/abs/2404.13426 which describes DPV 2.0 in terms of its 
contents, methodology, current adoptions and uses, and future potential 
has been accepted for presentation at the 23rd International Semantic 
Web Conference (ISWC 2024).

The formal process for W3C community groups is to publish and archive 
the outputs on w3.org - which is underway. A separate email will be used 
to share those links when they are published.

Moving ahead, we have already begun work on the next version of DPV, 
tentatively labelled '2.1-dev', planned for release in December 2024. we 
welcome participation for further improving and enhancing the DPV: see

The following are the major changes:

. Change in Ontology IRI: DPV 2.0 introduces versioned IRIs
e.g. https://w3id.org/dpv/2.0 refers to 2.0 and https://w3id.org/dpv/1.0
refers to 1.0. The versionless IRI https://w3id.org/dpv will now always
point to the latest version of DPV (which is 2.0 for this release)

. Change in semantics: The '`default`' DPV specification now uses
RDFS+SKOS to declare its semantics. DPV using OWL2 semantics is now
provided within the same folder with a -owl prefix

reflect best practices and improvements identified. This includes

== Release Artefacts

Unlike DPV 1.0, there is only a single `dpv.zip` file containing all
relevant artefacts for the release. This includes both the default
_RDFS+SKOS_ serialisation as well as the _OWL_ serialisation - which is
present in the same folder with suffix `-owl` in the filename. The
folders also contain _CSV_ serialisations of concepts (so please do not
use any other CSVs found in the repo as they are not
'`production-ready`').
