DPV v1 tasks for Volunteers and Self

Hi.

In preparation for DPV's v1 release (ideally next week), this is a 
collection of tasks to be done. They are separated into those where 
Volunteers are requested to assist, and those that I have to do myself.

Where a task already has an existing GitHub issue, use that for 
commenting & discussion. Otherwise, feel free to open a new issue. Where 
a task has writing or reviewing, you can directly submit content via 
emails, attachments, shared docs, etc.

Most of the work involved is about writing, and I haven't created 
separate points for each. E.g. write about rules, write about rights, 
write about legal basis, and so on. You can see sections that need 
content on the HMTL document https://w3c.github.io/dpv/dpv/.

If you inform me you're working on something, I can ensure it isn't 
overlapping with somebody else (including me) also working on it.

The specs are written in HTML, so I don't have a plain-text editable 
version but can produce it using pandoc https://pandoc.org/ on request.
