DPV v0.4 has been published

Hi. DPV v0.4 is now available on GitHub.
Invariably, some things might not have been generated correctly, have 
errors, or be missing. Please file a request on GitHub, or send a mail 
to the mailing list. Thank you.

--- CHANGE IN SEMANTICS ---

This is a major change moving forward given that DPV is now a collection 
of SKOS concepts, and to use it as an ontology, the serialisations are 
now provided as DPV-SKOS and DPV-OWL. Backwards compatibility for DPV 
v0.3 and earlier can be maintained by using DPV-OWL (regarding 
semantics, not concept changes).

--- CHANGE IN IRI ---

I've made a request to be assigned w3id.org namespaces for DPV for use 
in the above, as well as to (programmatically) generate IRIs for 
use-cases, examples, etc. so that they can be linked with relevant 
concepts within the documentation. Updates to these might take a day or 
two, but it should be a one-time setup.

--- Changelog Notes ---

DPV v0.4 makes important and backwards incompatible changes in terms of
how it expresses the concepts and relationships. It also moves the 
namespace to w3id.org for all its documents. Most importantly, DPV is 
now presented as an abstract 'data model' that is recorded using SKOS.

Specific serialisations are provided for use as an ontology in two
variants: first using SKOS+RDFS and the second using OWL2. In addition
to these, the personal data concepts have been moved to a separate
extension, i.e. DPV-PD, to prevent overlap and conflict with other
concepts still in DPV.

A Primer has been added to provide an overview of
the DPV, its semantics, and concepts, and also to explain the above
changes in structure.
