DPV v1 release

Hi All.
DPV, DPV-GDPR, DPV-PD have been released as v1 vocabularies, and also as 
final reports of the DPVCG along with the Primer and OWL2 Guide for DPV.

The GitHub release is available at 
https://github.com/w3c/dpv/releases/tag/dpv-v1 and pending issues have 
been closed. If there has been some error, or there is a specific 
suggestion, please open a new issue. I've also updated the group's 
homepage with these links.

This marks a significant milestone for DPVCG, and I want to thanks 
everyone who was involved in this journey over the past ~5 years. 
Specific thanks to Georg, Beatriz, Delaram, and Paul for helping with 
the release. At the same time, I also hope to inspire and encourage more 
activities and outputs as we walk into the new year - we have an 
exciting road ahead of us.
