Re: DPUB ARIA module

Part of the problem with all the formality is that any particular
document is only subjected to this level a couple times. So, unless one
does quite a few of these, it's hard to be fully up to speed.

The next time we're going to be this formal is when we are ready to
declare victory and publish CR. Any and all intervening updated drafts
can simply be published without all this formal documentation of
agreement.

In other words, publishing WDs is a simple task, but the FPWD and the CR
are big deals.
