Question about the 'notice' role

Notice indicates that it cannot be skipped.  It mentions a few example
situations.  Is this equivalent to a "modal" region?  Take a look at the
aria-modal description [1].  Basically I am trying to identify a synonym
that has the appropriate extant properties to ease implementation for AT
vendors.
