the nature of networks is that they are distributed
we can assume that such networks alredy exist, they just are not
intereconnected, communicationg, have different priorities etc

In my current exercise, I am aiming at identifying the barriers that prevent
existing networks to
interconnect and communicate effectively.

I started this effort last year, and I am now working on a multipurpose
extensible prototype
(the prototype will be deliberatelly generalized so that it can be applied
across different domains
emergency being one)
