FYI: new draft wg charter

Dear all,

as discussed on our last IG call: a new draft for the WG charter[1] has been sent to the AC members of all voters yesterday evening, with a request to tell us if the changes would modify their votes. While the diff looks like a substantial change, many of the changes were text moves and clarifications: some explanation moved from Scope to Goals, while the Scope was made more explicit.

Hopefully these are the very last miles:-)
