It is possible to set up github so that it sends you an email for each issue in a particular repo, or for each issue you commented upon, etc. You can then reply to this email (which has some identifiers in the header); the reply goes to github and it will automatically add to the right issue. The content will be interpreted in Markdown, with the reply quotes ad (Markdown) quotes.

I am like you, I often collect such replies when I am offline. It works well. (I usually try to prune my reply (removing signatures, unnecessary quotes, etc) to make it cleaner.)
