[DPUB] personalization (p13n) use cases

Hi All,

I've begun to gather the p13n use cases in one place [1]. I could use a hand populating these empty pages and adding more information. I have put in some very basic information about the use case of adjusting fonts [2]. Please fill in the other use cases and add more.
