Yes, HTML exported by Pages in epub 3 is horrible, almost unreadable. I was
a bit surprised :)
Another good tool is a not free but very low prices wordprocessor, Atlantis.

Or the inoxidable Sigil, that use Tidy for clean the HTML code and validate
CSS with W3C Validator.
