XProc - the XML pipeline language - is part of the XML toolchain that some publishers already use, so you might be interested to note that the XProc WG has published requirements for Version 2 of the language, http://www.w3.org/TR/xproc-v2-req/ The Working Group isn't currently chartered to work on V2, but I expect that to happen and the work to start.
