[pagination] Draft pagination document now in GitHub and online

Hi Everyone,

The pagination doc is now in GitHub [1], and can be viewed online [2]. This version has been extensively updated since the Google Docs version, but this is still just the beginning. Feedback and contributions are more than welcome!
