Categorization of DID Core issues and pull requests

Hi all,

I made a pass to tag all DID Core issues and PRs based on the expected
change classification. For DID Core, we are allowed to make class 1-3
changes under the current Charter. You can read more about each change
classification here:

Some of them might be misclassified (for the issues, I had to predict
what the solution might be and in some cases it wasn't entirely
clear). We can adjust as we go. You can see the latest classifications

This is in preparation for merging PRs and prioritizing the processing
of issues over the next couple of weeks.
