People can upgrade their provisional DID Method to "IMPLEMENTED" by submitting an implementation to the conformance test suite (at any point). You're conflating two different things: 1. The timeline upon which we are requesting implementations to be submitted to determine if we can go to Proposed Recommendation. People can still submit implementations well past that date if they want to. 2.
