That outcome was not in any of the proposals.

People can still register their provisional DID Method by just writing a spec.

People can upgrade their provisional DID Method to "IMPLEMENTED" by submitting
an implementation to the conformance test suite (at any point).

You're conflating two different things:

1. The timeline upon which we are requesting
   implementations to be submitted to determine if we can
   go to Proposed Recommendation. People can still submit
   implementations well past that date if they want to.

2. Potential future requirements on specification status
   noted in the DID Specification Registries for DID
   Methods.
