Hi Orie,
There is nothing about Linked Data that implies the public or private
state of anything.
You can happily enjoy the power of Linked Data within an Intranet, which
has been the case for a very long time i.e., you must have hyperlinks in
your organization that only resolve behind your corporate firewall, right?
