Upcoming proposals based on DID F2F consensus

Hi all,

This email contains a set of proposals that I'd like to put to the group
during the call tomorrow.

Those of you subscribed to updates from the DID WG repositories might
have seen a fairly big PR that implements the consensus position reached
during the DID F2F regarding the structure of the specification. The PR
is here:

PROPOSAL: Merge PR #186 to implement structural changes to the
specification as discussed during the recent DID WG F2F meeting.

There was also consensus around establishing an interoperability
registry at the recent DID F2F Meeting. I have put a skeleton of that
registry together here and the group needs to adopt it as an item that
the group is producing to act on the resolutions made at the F2F meeting:

PROPOSAL: Adopt https://msporny.github.io/did-core-registry/ as an
Editors Draft for the DID WG's DID Core Registry.

A number of concerns about the proper way to do an implementation, such
as Sam Smith's KERI proposal, were raised at the DID F2F Meeting. There
is a suggestion that the group needs a place to put this sort of
guidance. I have put a skeleton document together for a DID
Implementation Guide so that the group has a place to put this work:

PROPOSAL: Adopt https://msporny.github.io/did-imp-guide/ as an Editors
Draft for the DID WG's DID Implementation Guide.

Note that all of the proposals above are meant to be editorial and are
not meant to establish best practices or process or governance... we
haven't had those discussions yet. These are merely placeholders so that
we can have the implementation/process/governance discussions and have a
place where we can put the results of those discussions.
