CfC: Publish WD of Screen Fold API renamed to Device Posture API

Hi All,

This is a Call for Consensus to publish the Screen Fold API [1] as an updated Working Draft with a new name "Device Posture API" (shortname "device-posture") that better reflects the evolved scope of the API.

Please find the substantial changes at [2] and [3].

Please respond by EOB 16 March 2021 if you have any concerns with the plan. We'll publish earliest 17 March 2021.
