[battery] Editorial: removed legacy DOM-style sections, updated prose

Hi,

I did couple of editorial changes to the Battery Status API:

* Removed the legacy DOM-style Attributes sections (5.1 and 6.1) and integrated the text to the prose following the IDL block.

* Aligned the prose in Section 5 with the HTML spec.

* Added Navigator to the Terminology section.
