[OpenProvider] Web-based Provider Interactions via DAP APIs

Please find attached a first version of the OpenProvider proposal.

It has been noted in sections 5 & 6 of the draft that a key block (a
WebIDL-to-JSON/XML binding spec) required to make OpenProvider (and as I
understand from [1], Powerbox also) work is currently not drafted. A
proposal for moving forward with that activity is included in the spec.
This block would enable WebIDL to provide the vehicle not only to define
APIs but to infer the JSON/XML bindings for interaction of Javascript
APIs with web-based providers.

I look forward to your feedback and to meeting some of you in Prague
next week to discuss further.
