[messaging] First Editor's Draft of Messaging API

Hi, 
A (pretty late) first Editor's Draft of the Messaging API is now
available on http://dev.w3.org/2009/dap/messaging/

As mentioned on the last call it covers only SMS (including discussion
on SMS URI), the other messaging types are in the pipeline.

Please have a look at it, and comment on the mailing list.
