I tried to draw some parallels between HTTP ("RESTful") Web services and Javascript APIs in a piece of work I presented to the TAG last September [APIsOnWeb]]. That proposal isn't fully sketched out, but it's probably worth saying that I agree with this general direction. I would be happy to make this proposal more concrete too, if that is helpful.
