Just my 2 cents:
I think the issue is for how long it would be fixed.
Taking the proposal from John [1] where the actual realization of the API could e.g. be network based, we could want to start with "network.*" object (e.g. your inbox would be retrieved from the network by URI).
Anyway, I think device.* could be a compromise for DAP.
(the other API could wait for Network API & Policy WG, NAP).

Isn't this an opportunity to fix this so for the future the new APIs
aren't in an illogical place? What is the pragmatic issue with doing
what Jere suggests?
